Not sure if my issue has the same root cause but it looks likely. Here's
what update-manager gives me when I launch it:

Failed to load the package list

This is a serious problem. Try again later. If this problem appears
again, please report an error to the developers.

E:Encountered a section with no Package: header, E:Problem with
MergeList /var/lib/apt/lists/ie.archive.ubuntu.com_ubuntu_dists_precise-
backports_multiverse_i18n_Translation-en, E:The package lists or status
file could not be parsed or opened.

I can't run Software Center either. When the automatic crash handler attempts to report the problem, I get another error:
Could not determine the package or source name

Running "ubuntu-bug update-manager" gives the same message in a gtk dialog and returns to the cli with message:
(apport-gtk:3324): Gtk-CRITICAL **: gtk_main_quit: assertion `main_loops != NULL' failed

  Confirmed

Bug description:
  Unfortunately I am unable to to get update manager to work. When I
  load it up, bar fulls up half then this message:

  Encountered a section with no Package: header, E:Problem with
  MergeList /var/lib/apt/lists/security.ubuntu.com_ubuntu_dists_precise-
  security_main_i18n_Translation-en, E:The package lists or status file
  could not be parsed or opened.

  Possibly why I always receive a message that ubuntu has a problem and
  I should report it and then never can...

  Not terribly experienced with ubuntu so any help appreciated. Cheers.
