Yes, if I issue 'sudo shutdown -h now' the machine gets as far as
'System halted.' on the console but the fan is still running and the
screen still illuminated with text on it.

Title:
Computer fails to shutdown properly nor can it restart
Status in “upstart” package in Ubuntu:
New
Bug description:
The installer fails to shut the machine down automatically. Also,
after the installation is complete the desktop's shutdown button fails
to shutdown the machine and same for manually shutting down using the
terminal. It goes through the preliminary stages of the shutdown but
does not actually shutting down. Same for restarting. To power
down, it is necessary to actually press the power button on the case
of the compute. However, that does not do a graceful shutdown but
instead instantly powers the machine off.
