[Bug 1043646] [NEW] update-manager no longer has a cancel or close button if it prompts for restart

Public bug reported:

If update-manager decides a restart is required, it no longer gives you
the option of closing it so you can reboot manually later.

The workaround is to do 'ps xa|grep update' and then kill the update-
manager program, but this is a pain.
