Bug description:
   libapt-pkg4.12 0.8.16~exp12ubuntu10.3:i386 proposed by precise-proposed is buggy, and has been buggy for two days.
  This bug would cause dpkg refuses to work  for the whole system. It's a huge bug, but I see no quick feedback or suggestion from Ubuntu. This should not happen. This is absolutely irresponsible .
