OK, so bash-completion is doing the right thing here; it's looking for
the next director,y finding the right thing and there is only one
directory to go to; so this is correct behaviour.

So, I say if this is a bug it's x11-common's.

So - is it a bug?
Well /usr/bin/X11 is probably there for compatibiltiy; for shell scripts that have that in there path - although frankly that's probably pretty rare in the last 10 years.

    /usr/bin/X11 must be a symlink to /usr/X11R6/bin if the latter
exists.

which is a bit of a quandry since the latter no longer exists.

I'd say it's probably there for compatibility but could probably killed these days because it's probably rare to be used; but
I don't see it as a bug.

Bug description:
  Binary package hint: bash-completion

  Open up a terminal and write: "cd /usr/bin/" then press tab key
  (once): "cd /usr/bin/X11" press it again: "cd /usr/bin/X11/X11"

  You can pressing the button all day long and you will get a nice
  ...X11/... string.

  I guess this not desired completion behavior and I think this is a
  bug.
