I believe the number on the launcher indicates that certain number of
packages are available to install, either you select less or more.
Moving to update-manager since its the application's decision to show
what it wants.

Bug description:
  When update-manager starts, I can select the icon on the Launcher, but
  if I choose to don't install one of the available update the number of
  packages that willl be installed is modified only in the update
  manager window and not in the Launcher icon.
