This is not about ubuntu-defaults-zh-cn, which is present on the Qin
images. Some other packages are missing. Can we get output showing
what packages Ubuntu wants to install to fix this?

** Package changed: ubiquity (Ubuntu) => ubuntu-defaults-zh-cn (Ubuntu)

** Changed in: ubuntu-defaults-zh-cn (Ubuntu)
   Importance: High => Undecided
