Ok, Build-Depends: tcl8.4/-dev results in Depends: tcl8.4.

* Ubuntu
Package: gpsmanshp
Depends: tcllib, libc6 (>= 2.4)

Missing dependencies tcl8.4 and libshp1.  Source package is the same for
Debian and Ubuntu.
