  Fails to install updates if they are already downloaded

Status in “update-manager” package in Ubuntu:
  Expired

Bug description:
  Binary package hint: update-manager

  Update manager will not install updates that have allready been
  downloaded via another tool.

  Steps to reproduce:

  apt-get update
  apt-get -d -y dist-upgrade

  # Updated packages get downloaded but not installed.

  update-manager

  Update manager reports the new packages, but if you click "install
  updates" then nothing happens.

  Update manager works fine if it is used end to end.

  I am seeing this issue with the latest google-chrome release, but I
  have also seen it in the past with other updates.
