[Bug 1035696] [NEW] Update Manager shows '2 updates have been selected' when no updates are available

Public bug reported:

The Update Manager is showing '2 updates have been selected' when no updates are available.
I did a 'sudo apt-get upgrade' and it shows no updates.

Reading package lists... Done
Building dependency tree
Reading state information... Done
0 upgraded, 0 newly installed, 0 to remove and 0 not upgraded.

I refreshed the package lists multiple times and it still shows this.
Attached is a screenshot of what the update manager shows.
