Hopefully I'll try to explain this correctly from my understanding.
Information derived from ->

https://wiki.ubuntu.com/PrecisePangolin/ReleaseNotes/UbuntuDesktop ,
subtitle:Upgrading from Ubuntu 10.04 LTS to Ubuntu 12.04 LTS

It is generally recommended that users of Ubuntu 10.04 LTS wait until
the first point release, due in August, before upgrading.

The Upgrade information will not "pop-up" until 12.04.1 This decision
was made by rhe board of Ubuntu-Developers on request by several Ubuntu-
Users. The decision was taken in order to provide a better user-
experience for LTS-users, especially in terms of reliabilty.

Let me just point out to you as Kubuntu driver: Since April there were 2
bugfix releases of the KDE-Version, and the third is on it's way (each
between 200-300 MB)

Since this mechanism should function also for the next three shortterm
releases, I would assume the given behaviour is the exspected behaviour.

More specific Information for Kubuntu users:
https://wiki.ubuntu.com/PrecisePangolin/ReleaseNotes/Kubuntu#Upgrading_from_Kubuntu_11.10

Finding the right package tells me this bugreport should be made up
against moun-updater.

Title:
I am not notified of the availability of a LTS release (12.04)

Status in “muon” package in Ubuntu:
  New

Bug description:
  I am using kubuntu 11.10.
I have my software sources dialog configured to only inform me of long term support releases.
I receive(d) no notifications about the availability of kubuntu 12.04, which I believe is a LTS release.
If I change the setting to notify me of 'Normal Releases', then I get regular system tray notifications about 12.04
When I change back to 'Long term support releases only', I get no such notifications.

I'm not sure how many people would have the setup to reproduce this.
It's not that I don't know 12.04 is out there, but I should have been
notified sooner, and perhaps there are people out there using 11.10
(or any earlier version affected by this bug, which would have gone
unnoticed until now) who don't know.

Anyone know the source of this problem?

  Rob
