In quantal the release upgrading code was moved to a new package ubuntu-
release-upgrader hence the two different tasks.

Bug description:
I was using update-manager on precise and presented with the partial
upgrade dialog where I was told that 2 packages would be removed. I
wanted more information about this so clicked the "details" expander
which showed me information about what would be removed and upgraded.
However, now the update-manager dialog was larger than my display
(1280x800) and I was no longer able to see the buttons. This was
even after click details again to hide them (the window did not resize
smaller).
I had to tab through the options and guess which button was the update
one.
