So I tried it again with LongDescriptions in Packages (manual) as well
as split out into Translation-en (testcase) and the spaces are here and
apt-ftparchive has no code to reformat any field (they are either copied
or overridden) so I am a bit lost here.
I suspect there is some tool in the middle modifying the output of apt-
ftparchive here (or apt-ftparchive isn't used at all) as the Packages
file has neither a Homepage field nor SHA256 or SHA512 checksums for
skype (the later two could be disabled by config, but the first can't),
so I am setting this from triaged to incomplete until someone finds out
what is going on here.
btw: You can find two more mirror with the search term
"skype_4.0.0.8-0oneiric1_i386.deb" beside the official. Two out of three
ranking above the official mirror - and this bugreport ranks above it,
too. APT repositories do not seem to be SEO friendly. ;)

This is reproducible with the apt-ftparchive in quantal.
This is a bug; Debian policy 5.6.13 defines two leading spaces on a
line in a description field as the indicator for a line that must be
displayed verbatim. Therefore, apt-ftparchive *must* preserve these
leading spaces when copying to the Packages file; otherwise clients
will not format the text the way it was intended.
