I think this has regressed again in precise. At least when I issue
shutdown I lose all my histories.

  The latest upgrade to bash  4.2-0ubuntu1 has caused no more entries to be written to ~/.bash_history
  Reverting to 4.1-2ubuntu5 allows entries to be added again as expected
