Title:
  Invalid tags in polkit policy

Status in “apt-xapian-index” package in Ubuntu:
  New

Bug description:
As observable in running the NetworkManager autopkgtest tests; there
are warnings from polkitd about unknown tags:

  ** (polkitd:23174): WARNING **: skipping unknown tag <_description> at
  line 15

  ** (polkitd:23174): WARNING **: skipping unknown tag <_message> at
  line 16

I tracked this down to the apt-xapian-index policy.

_description and _message are typically used for allowing the contents
of these tags to be translated; unfortunately, there are no
translations being done for apt-xapian-index. If translations aren't
necessary, please change the tags back to using just "<message>" and
  "<description>"
