It sounds like you have a broken bios that looks at the MBR and refuses
to boot it when it doesn't like it, and it doesn't seem to like the new
version of grub.
Could you capture the MBR of both the working and non working MBR with
sudo dd if=/dev/sdb count=1 | xxd?

Bug description:
Sometime between June 13, 2011 and the release date of grub-pc
1.99-12ubuntu5 a change was committed to grub2 which prevents it
booting from a USB key on my laptop (Asus M5000).
Using syntax: grub-install /dev/sdb --root-directory=/media/usbdisk
installs successfully, on reboot results in: Bad or missing operating
system, reboot or select valid boot device. The resulting usb key
boots successfuly under virtualbox.
A workaround is possible by chainloading grub from syslinux, although
this is painful.
I have investigated the issue with Jordan_U of #grub on freenode. We
tried a grub-mkrescue image from #4248 without success.
