[Bug 989100] [NEW] don't work keyboard if usb mouse connected at startup

Public bug reported:

If usb mouse pluged in when system starts, keyboard not work and i cant type password. Also, not work and a hotkeys like fn etc. Work only touchpad.
Computer - Lenovo ideapad-s100. System ubuntu 11.04, now it is ubuntu 12.04.
At my desktop i have no this problem.
