I understand that this change fixed that.  If not, please reopen.

command-not-found (0.2.46ubuntu3) precise; urgency=low

  * Check for the always-present sudo group first, so that checking for
    'admin' on new installs doesn't raise a key error by mistake.

Bug description:
  In 11.10, command-not-found would detect whether you're admin or not
  and adjust message accordingly. In 12.04, I always get this message:

  The program 'quilt' is currently not installed.  To run 'quilt' please
  ask your administrator to install the package 'quilt'

  ...even though I'm administrator (i e has privilege to run sudo).
