The error message is pretty clear: installing grub to a partition is not
supported.  Install it to the whole disk instead.  You can do this with
dpkg-reconfigure grub-pc, and checking the disk on the menu.

Bug description:
  update fails with the error above. this is a dual boot setup and
  windows 7 is on MBR and ubuntu is on an extended partition. purging
  and reinstalling all grub related packages and running $ grub-setup
  /dev/sda5 gives same error message:

  grub-setup: warn: Attempting to install GRUB to a partition-less disk or to a partition.  This is a BAD idea..
  grub-setup: warn: Embedding is not possible.  GRUB can only be installed in this setup by using blocklists.  However, blocklists are UNRELIABLE and their use is discouraged..
  grub-setup: error: will not proceed with blocklists.
