Stealing this bug.

This only happens when oem-config is started from oem-config-firstboot,
not when it's started from a normal X session. I suspect that Qt may be
looking at the locale.

Title:
[kubuntu] wrong encoding for input in oem-config

Status in “ubiquity” package in Ubuntu:
  Confirmed
Status in “ubiquity” source package in Oneiric:
  Confirmed

Bug description:
OEM installation in German using kubuntu-oneiric-desktop-i386.iso from
  2011-08-29.

After oem-config-prepare and a reboot, oem-config starts. The input
fields have the wrong character encoding, shown by garbled text when
trying to enter a name that has a German Umlaut in it. The keyboard
layout is correct, verified by trying other keys on the keyboard.
However, the display of any non-ASCII characters is incorrect.

  Screenshot will be attached.
