Just tried in VirtualBox now (using virtualbox from the archive on
Oneiric).

A setup with 2 8GB drives attached to one controller (default config)
with a VM setup as Ubuntu 32bit with 412MB of RAM (I used an old laptop
for virtualbox testing) correctly shows up as both sda and sdb in the
auto partitioning drop down and in Manual partitioning.

Can you try and reproduce with the same ISO image I'm using?

Bug description:
  Platform: VirtualBox 4.0.12 r72916 on Ubuntu 10.04 2.6.38-11 generic
  OS: [Kubuntu] oneiric-desktop-i386.iso (Beta 1 20110831)

  Preconditions:
  - Create a machine for Ubuntu in VirtualBox and add 2 hard drives
    - HDD1: SATA0, 15 GB
    - HDD2: SATA1, 4 GB (on the same SATA controller as HDD1)

  Steps to reproduce:
  1) Start machine with Live CD present
  2) Select "Start Kubuntu"
  3) Select "Install Kubuntu"
  4) Click "Forward" to get to the disk partition options
  5) Click on the drop down list under "Manual"

  Expected result:
  - Both hard drives available in the list

  Actual Result:
  - Only the second (smaller) hard drive is available
  Note: If selecting "Manual", both hard drives are available, so it seems like it's ubiquity that only sees one hard drive, but the partition editor sees both.
