  Inconsistent authentication request (still)

Status in “update-manager” package in Ubuntu:
  New

Bug description:
  This is a follow-up from bug 814331
  Related packages may be aptdaemon and policykit.
  #1
  From terminal: update package list  (close update-manager when it pops up) and upgrade packages.
  When upgrade via terminal is finished update-manager pops up again. Click on install displays authentication dialog. 
  (Between preparation of screenshot and video 'restart' was displayed.)

  #2
  After a while update packages list again via terminal. Update-manager pops up, click install - no authentication request.

  Expected.
  Although switching between terminal and update-manger authentication request should be consistent, either requesting authentication or not. Otherwise it's confusing the user that there might be a lack of security when there is a random authentication request.
