This is more likely to be a kernel issue than an upstart issue; upstart
simply signals the kernel to halt.  And this does work reliably in my
experience.

Is this issue reproducible for you with the kernel in oneiric beta-2?

  If my network card is active and I execute shutdown -h now or sudo
  shutdown -h now or if I try to shutdown the machine using the
