Did an update of 11.10 on September 28th, 2011 and flash installs and
works.  So this seems fixed.

Bug description:
  "Adobe Flash plug-in" (flashplugin-installer 10.3.183.7ubuntu1) is
  displayed in Ubuntu Software Center.

  Clicking "Install" does nothing except print this at the console, if you launched it from a console:
