0. Switch to a user account that's using an RTL language, such as Arabic.
1. Go to a list view, e.g. "Progress" when things are installing or being removed.

What you see: The primary and secondary text, collectively, are
correctly right-aligned. But the primary and secondary text are left-
aligned with each other.

What you should see: The primary and secondary text are both right-
aligned relative to the list as a whole.
