Confirming this on Natty. Also note, that there is an option in the Settings->Toolbar submenu to change this. Possible solutions to fix this bug would include:
- Defaulting to the proper toolbar icons and text style based on the gconf setting.
- Removing toolbar customization, using the gconf setting only, to force consistency with the rest of the GTK+ apps.

Bug description:
GNOME 2.28 has decided to apply "Text beside icons" setting by default (http://mail.gnome.org/archives/gnomecc-list/2009-July/msg00015.html) as you can see in Karmic alpha 5.
But Synaptic follows its own setting.
With a brand new installation of Karmic alpha 5, Synaptic is not set to display "Text beside icons"
