Can you get back to the broken state, or have you now wiped it? It
would help to have a screenshot so that I can see exactly what's going
on.
This message suggests that GRUB was improperly installed, although there
may be some other problem. If you still have it, I'd like to know what
'sudo debconf-show grub-pc' says from your 11.10 installation.

Bug description:
Running Toshiba L350 dual booting Windows 7/Ubuntu 11.10 Beta 1.
Upgraded packages this morning (16 Sep - 08:40 GMT+1) due to previous
Bug #851055.
Nor errors on upgrade, Ubuntu logged off (as Reboot/Shutdown not
working) and PC switched off with PWR button from Login screen.
Rebooted and then stuck in Grub 2 with message "Reloc Offset is out of the segment". Unable to boot to either Ubuntu or Windows.
Unable to get past Grub boot message so reloaded Ubuntu 11.04 and all now OK.
