I think this is OK to merge; I have a variety of hacksaws available for
dealing with the translation merge later. The problem with console-
setup isn't so much that the translations are hard to merge, it's that
upstream keeps changing things around in painfully invasive ways. It
probably does make sense to stage a full merge, but I suspect that it
will involve staging changes to at least ubiquity as well ...

When selecting the Finnish language and keyboard layout at boot a
dialog titled 'Keep default keyboard layout (fi/fi)?' is not
localized. The Kyllä/Ei buttons are in Finnish, but the rest is in
English.
