[Bug 859525] [NEW] IPv6 autoconfiguration and IPv4 static configuration can't coexist

Public bug reported:

It would be nice to support IPv6 autoconfiguration together with IPv4
static configuration (e.g. netcfg/disable_autoconfig_ipv4 etc.).
Unfortunately, right now, these can't coexist.  There are some TODO-type
comments in the code, but I'm filing this bug to make the deficiency
more explicit.
