Marking as fixed as in Oneiric "single" will give you a root console and "recovery" will give you the recovery menu.
So the problem where the recovery menu is shown with a badly initialized console shouldn't happen anymore.

Title:
recovery menu (after having booted with the "single" kernel parameter)
  cannot be controlled with keyboard

Status in “friendly-recovery” package in Ubuntu:
  Fix Released

Bug description:
  Binary package hint: friendly-recovery

If you boot into recovery mode with the "single" kernel parameter,
through grub, you will obtain a graphical recovery menu (the same that
you obtain if you select the recovery mode kernel with grub) that you
  cannot control with the keyboard.

This is, in some ways, related to bug #203385.
