  upgrade-manager started after apt-get update

Status in “update-manager” package in Ubuntu:
  Expired

Bug description:
  Binary package hint: update-manager

  When you do `sudo apt-get update && sudo apt-get upgrade`, it brings
  up update-manager, even though I'm doing the upgrades in the CLI. That
  probably shouldn't happen. I'm using the CLI because I don't want the
  GUI.
