the lable with the link in it refuses focus and isn't in the tab order.
Oddly enough the release notes URL goes to Ubuntu.com and not the
release notes, so the link is pretty useless for everyone right now!

  On the welcome screen the user cannot navigate to the 'release notes'
  link with keyboard only. This is especially a problem for accessible
  installation where a mouse is not used but a screen reader.
