[Bug 856872] [NEW] Action bar buttons are not aligned correctly

The buttons in the action bar should be aligned to the right per the
Software Center specification at https://wiki.ubuntu.com/SoftwareCenter.
Currently, they are incorrectly placed to the left alongside the
(optional) label, as shown in the attached screenshot. I believe this
regression occurred with our move to the new GTK3-based UI.
