Yes it is, i have this issue upgrading from 11.04 ...

- On a just installed Oneiric beta fully updated/upgraded the default user
- env PATH is
+ On a just fully upgraded from 11.04 Oneiric beta the default user env

  so commands like ifconfig are to be called with /sbin/ifconfig or run by
