Thanks for the suggestion, Bilal, but I don't think we're going to do
this.
First, the reason I mentioned earlier: it would bias reviews towards
those people who disliked the software.
Second, asking for a review during the removal process would encourage
hurried and poor-quality reviews. Now, we could work around that by
asking just for a rating, without a review. But we use the requirement
of entering review+rating together as a way of judging the reliability
of individual ratings. Eventually a rating accompanying an unhelpful
review should count for less than a rating accompanying a helpful
review.

Binary package hint: software-center
It would be good if, when the user would uninstall an app, he/she
would be prompted to review it. The user may or may not review the
app.
This bug requires a change in the design specification.
