They have redirected the servers to the main ubuntu server:

14:19:14 < Ng> cy.{archive,releases] repointed at the master archives

I have tried to contact s-stylianou ( seems to be the admin of cytanet
mirrors: https://launchpad.net/ubuntu/+mirror/mirrors.cytanet.com.cy-
archive ). I didn't get a response from him yet. I've sent an email to
webmaster-AT-cytanet.com.cy - we'll see if they reply.

For now, case solved. :)

Bug description:
  Guys the Cyprus ubuntu mirror is dead slow or unresponsive for a
  couple of days now. I tried to ping it from an IP in Cyprus and an IP
  abroad and I get no response.

  $ ping cy.archive.ubuntu.com
  PING mirrors.cytanet.com.cy (195.14.157.59) 56(84) bytes of data.
