I'm sorry, we're not going to change this. This would be an incompatible
change for anyone parsing those files, and the benefits are ridiculously
small.

Bug description:
  The /var/log/dpkg.log files has currently the below date format :
  ---
  2011-09-18 16:12:27
  ---

  It appears that changing it to a smaller one saves a lot of disk usage (I/O) as well as CPU/energy while rotating (logrotate) :
  ---
  11-09-18 16:12:27
  ---
  The above format decreases the log size by 3%.

  However we can make it smaller :

  09-18 16:12:27
  ---
  The above change decreases the log size by 7%.
