Does using the command 'sudo apt-get update' in a terminal resolve this
issue?  It should create new package lists in /var/lig/apt/lists.

  After a power-outage Ubuntu failed to load. I had to use fsck to force
  rewrite in one block after a short-read error was detected from live-
  cd. Ubuntu then started normally, but update manager is now broken,
  reporting the above error.
