Thanks for reporting this issue.

This is by design in Oneiric, we want regular users to be able to
install security updates.

Status in “apt” package in Ubuntu:
  Invalid

Bug description:
  If I install directly, without refreshing the repositories, I'm being
  asked for my password. But when I refresh them and then try to install
  them, I'm not being asked for it. This can become quite dangerous,
  though I can't really tell you how.

  This issue is happening with the Oneiric 11.10 . I don't know if it's
  doing as well on other versions.
