Er, because they aren't?

plymouth-theme-ubuntu-text | 0.8.2-2ubuntu2 | lucid | amd64, armel, i386, ia64, powerpc, sparc
plymouth-theme-ubuntu-text | 0.8.2-2ubuntu5 | maverick | amd64, armel, i386, powerpc
plymouth-theme-ubuntu-text | 0.8.2-2ubuntu22 | natty | amd64, armel, i386, powerpc
plymouth-theme-ubuntu-text | 0.8.2-2ubuntu25 | oneiric | amd64, armel, i386, powerpc

Your own bug report shows that you don't have the version of the package
installed that you claim:

> Package: plymouth-theme-ubuntu-text 0.8.2-2ubuntu23

so I don't see any bug here...

** Changed in: plymouth (Ubuntu)

Title:
plymouth-theme-ubuntu-text having the same version number ...

Status in “plymouth” package in Ubuntu:
  Invalid

Bug description:
The package plymouth-theme-ubunut-text has the same version number
over a variety of Ubuntu versions:

  10.04.3: 0.8.2-2ubuntu2.2
  10.10: 0.8.2-2ubuntu2.2
  11.04: 0.8.2-2ubuntu2.2
  11.10: 0.8.2-2ubuntu2.2

but looking at the binaries there are differences:
10.04.3: no configurable options (section "[ubuntu-text]" in ubuntu-text.plymouth). All strings are hardcoded within /lib/plymouth/ubuntu-text.so
10.10: same as above, but created with an other compiler(?).
  11.04: configurable options.

Looking close to the binaries, they do not corespond to what is loaded
by "apt-get source plymouth-theme-ubuntu-text". This delivers the
actual sources, with configurable options from file "ubuntu-
  text.plymouth".

How come all those binary packages are flaging the same version
number, but clearly compiled from different sources?
