This is almost certainly (>99%) a problem with the mirror (and those that mirrored
from it), possibly pulling during an archive kit run, when one file was already
replaced but not the other.

Please retry other mirrors until you find a working one, or in a few hours.
Only if the error still happens tomorrow change back the bug state (setting
to Incomplete to get it automatically closed otherwise ☺).

  I tried both the the main archive (as above, and the us archive).  I
  suppose this could be a problem with debootstrap or ubuntu-keyring, or
  I just caught the archive during a transition, but it's reproducible
  on at least two oneiric machines.
