Upgrade via Alternate CD always downloads updates
Status in “update-manager” package in Ubuntu:

Bug description:
Binary package hint: debian-installer
attempting to upgrade an existing Ubuntu 9.04 (i386) system, running
two SATA in RAID-1 software mirror. Downloaded the 9.10 RC Alternate
CD and initiated the upgrade via the CD. Initially answered 'Yes' to
download updates since I figured there wouldn't be any, but then
cancelled when I saw it was downloading seemingly ALL the files.
Restarted the upgrade and selected 'No' to download more updates. But
the upgrade appears to have downloaded all the files anyway, taking
considerably longer.
P.S. Now the upgrade appears to have hung-up, after finally downloaded
everything. Not sure if this is part of the same problem; it could
be! Maybe the upgrade utility is not clear about where the new files
are supposed to be coming from?
