I'm afraid you'll have to wait for Oneiric (which has OpenSSL 1.0.0).
This would be far too intrusive a change for a stable release - it
involved changes to a very large number of dependent packages in
Oneiric.

** Changed in: openssl (Ubuntu)
       Status: New => Fix Released

Title:
  please update openssl to 1.0

Status in “openssl” package in Ubuntu:
  Fix Released

Bug description:
  Openssl 1.0 is out.

  It contains many bug fixes, why the update is not backported to natty
  and earlier releases?

  Is a backport planned or we have to wait for oneiric?
