Installing usb-modeswitch might fix this, although I'm not sure whether
it contains the necessary rules for this modem.

Otherwise, this problem might be fixed upstream in kernel 3.1-rc4.  From
the changelog:

    it becoming available faster and also ensures that the option driver is not
    bound to a network interface that should be claimed by cdc_ether.
