  Apply button is not available when selecting residual config for

Bug description:
  Binary package hint: synaptic

  In Synaptic, when marking packages for complete removal from the Not
  installed (residual config) section, the Apply button stays greyed
  out, as well as the Edit > Apply marked changes item and the Ctrl-P
  shortcut. This makes it impossible to remove residual config without
  installing another package.
