This bug was fixed in the package acpid - 1:2.0.10-1ubuntu2

---------------
acpid (1:2.0.10-1ubuntu2) oneiric; urgency=low

  * ./debian/powerbtn.sh: gnome-power-manager is no more, check for
gnome-settings-daemon now. This fixes immediate shutdown when the power
    button is pressed. (LP: #837266)

[oneiric] pressing power button immediately shuts down

Status in “acpid” source package in Oneiric:

Bug description:
I have installed a clean oneiric beta-1 on my Dell Mini 10v netbook.
Pressing the power button immediately shuts down the machine, instead
of asking. This isn't bug 806855, I verified that gsettings has
  "interactive" for o.g.plugins.power button-power.
