Also affects me.
I'm using Xubuntu 11.10 (Originally Ubuntu 11.04, but I installed
xubuntu-desktop and upgraded to 11.10).
The window pops up almost every time I use Software Center with title
"debconf on myComputerName" but no content.

The window says "debconf on ubuntu-desktop." (Ubuntu-desktop is
whatever the computer name is.) It appears when an application is
installing, and closes when it's done.
