Bug description:
  This used to work on Natty.  After upgrading to Oneiric, aptitude
  craps out when changelogs are requested:

  $ aptitude changelog aptitude
  Err Changelog of aptitude                                                                                                                                     
  E: Changelog download failed: Download queue destroyed.
  E: Couldn't find a changelog for aptitude
