[Bug 881853] [NEW] Should distinguish free as in freedom to gratis (for translators)

Public bug reported:

Currently, the Software-Center use the same string "free" to talk about price and licence of a software.
This is a problem for translators because these 2 meanings of "free" are not translated the same way in other languages.
(eg., in French, it's translated by "libre" or "gratuit").

Licence context and price context should be separated in translation
templates. And comments should be added to help translators ("Here,
'free' refers to freedom", "Here, 'free' refers to the price").

** Affects: software-center (Ubuntu)
     Importance: Undecided
         Status: New
