[Bug 880913] [NEW] update-manager fails

Public bug reported:

I just tried updating to 11.10 from 11.04.   The update manager bailed
out with the pop-up:

Invalid package information

After your package information was updated the essential package
'ubuntu-minimal' can not be found anymore.  This indicates a serious
error, please report this bug using the command 'ubuntu-bug update-
manager' in a terminal and include the files in /var/log/dist-upgrade in
the bug report.

When I tried reporting the bug, I see an error on the console:  /var/log/dist-upgrade/apt-term.log: No such file or directory
and then ubuntu-bug exits complaining something about invalid ubuntu files.
